How it works

How the Berlin Fire Brigade assesses events

  1. Base score: The number of people present at the same time gives a base score from 1 (500 to 1,500) to 14 (up to 100,000).
  2. Risk multiplier: Depending on the type of event, the base score is multiplied by 0.5 to 2.
  3. Risk surcharges: For particular risks such as alcohol, weather or pyrotechnics, 1 to 2 points are added for each.
  4. Result: Looked up in the fire brigade’s table, the total score shows how many responders, first aid posts and AEDs are needed.

Good to know

  • Without any particular risk and up to 3,000 people present, a flat-rate assessment is possible: 2 first aiders up to 1,000 people, 4 first aiders up to 3,000.
  • An AED should be reachable within 4 minutes from every point on the site, covering at least 90% of the area.
  • The medical cover must be fully operational by the time doors open at the latest.
  • Emergencies are always reported immediately via the 112 emergency number.

FAQ

Questions about assessment in Berlin

To the Maurer calculator
When is medical cover required in Berlin?

According to the Berlin Fire Brigade guidance sheet, medical cover is generally required from 500 people present at the same time. Below that it is not mandatory, but always a good idea.

Does the Berlin Fire Brigade have to approve my plan?

From a total score of 6, with more than 3,000 people present at the same time or where there is a particular risk, the assessment is agreed with the Berlin Fire Brigade. We draw up the medical cover plan for you.

What are “first aiders”?

The guidance uses the term “Helfende”: responders with at least 60 teaching units of medical training, including resuscitation with an AED. Some of them must be EMTs (520-hour training).

Is the result binding?

No. The calculator gives an estimate based on the standard scheme. The conditions in each case are set by the Berlin Fire Brigade or the permitting authority. We check your requirements free of charge.
